When does anaesthetic time start and stop for Medicare billing purposes?

Context

If I insert a cannula and administer mild pre-anaesthetic sedation while the patient is still in the perioperative area, does that form part of anaesthetic time for MBS purposes? Similarly, if I have handed the patient over to PACU staff but am later called back to review or treat the patient, does that additional attendance affect when anaesthetic time is taken to have ended? As explained below, the answer to both these questions is “no”.
