Can MBS item 47361 be claimed for the application of a backslab cast?

Context

I'd appreciate clarification on what constitutes "cast immobilisation" under the MBS, using item 47361 as an example. In practice, distal radius/ulna fractures presenting acutely are very commonly managed with a backslab (plaster or fibreglass half-cast) rather than a circumferential cast, because soft-tissue swelling makes a full cast a clinically inappropriate form of immobilisation.
