If a mental disorder is listed on a veteran’s White Card on a non-liability health care basis, are they able to participate in the Coordinated Veterans’ Care program?

Context

Under the Non-Liability Health Care (NLHC) scheme, any veteran is covered for mental health treatment-regardless of their DVA card colour-and can be referred to allied mental health practitioners under the Treatment Cycle. However, to access the Coordinated Veterans’ Care (CVC) Program, they are required to have an accepted mental health condition listed. There seems to be notable overlap between the CVC Program and the Treatment Cycle, but I’m curious why the CVC route maintains this specific restriction, or whether it provides distinct referral advantages (e.g., to specialists like psychiatrists).
