Can a consultant physician bill item 110 if the patient has first been seen by a registrar?

Context

If the registrar treats the patient for the initial appointment and then the consultant treats the patient for every appointment after, can the consultant bill the patient from the second appointment, if so, can they bill a 110, or can they bill a 116 without a 110?
