If a patient pays a deposit for an outpatient procedure, can that deposit be used to submit a patient claim before the full balance is paid?

Context

My understanding of outpatient Medicare claims where there is an OOP component is that the patient must have paid the account in full and the service must have already been rendered.

In a situation where the patient prepays a "deposit" for their procedure, then the procedure is completed, would it be acceptable to make a patient claim so they receive their Medicare rebate, prior to paying the outstanding balance of their account? As we would have to reissue a receipt would this impact EMSN rebates
