If a FACEM is paid an hourly rate whether patients attend or not (like an on-call fee), can the FACEM bulk bill patients who do attend?

Context

I am a FACEM doing short shifts for a virtual emergency care provider. I am paid an hourly rate for each shift irrespective of whether patients turn up or not. It is like an on call fee and not connected to any particular patient. Can I bulk bill any patients who do turn up during these shifts? The organisation I work for is also paid per patient for each patient seen, but I do not get any of that money. It goes to the organisation not me. The patients do not pay any money.
