Does “to which no other item applies” mean we have to bill multiple items to comply?

Context

I attended a workshop on Medicare billing and the presenter said that the words “To Which No Other Item Applies” - which we see on many items numbers (this was GP item numbers) - means you should bill multiple items otherwise you would actually be non-compliant. I found this confusing and wanted to check. The way it was presented was a justification for billing multiple items per patient per visit.
