Can a paediatric emergency physician charge for distraction techniques when taking blood?

Context

I intend on setting up a private paediatric procedural clinic at a GP clinic, where distraction techniques are used for children who might be anxious or needle phobic, and/or have difficult vascular access. These techniques include but are not limited to VR headsets, EMLA cream etc.. Valid referrals for blood tests are required, which would of course be MBS items. Can I, as a consultant paediatric emergency physician, charge a private fee for providing this service? Would it be double-dipping?
