Are items 47960 and 49806 the correct items to use for tenotomies on patients with spasticity when there is no incision?

Context

We do subcutaneous tenotomies for patients with spasticity (there's no incision). The patients typically have long-standing spasticity causing chronic fungal infections in the affected limbs - usually their hands or feet. A tenotomy done via needling the tendon until it releases is often the best treatment for these patients. Are items 47960 and 49806 the correct items for this treatment? Also, can we bill both at the same time and can we do it in our rooms (assuming the patient can tolerate that)?
