Are Focussed Psychological Strategy consultations exempt from the established clinical relationship requirement?

Context

I have heard that Focussed Psychological Strategies consultations under the better access scheme are exempt from the established clinical relationship requirement, but I thought that changed after 1 November 2025. Could you please confirm?
