If urgent pathology results require action and we call the patient but it goes to voicemail and we leave a message, can we bill an attendance item?

Context

I had a question: for our urgent pathology results checking, occasionally the doctors can't get hold of the patient at 3am in the morning (presumably they are asleep). In these instances, our doctor either initiates a welfare check with the police, or for a less critical result, would leave a message on their phone with instructions. From our perspective, this involves the initiation of care. From the medicare perspective, can we claim these?
